An IP Configurator Utility is a software tool used by administrators and technicians to discover, assign, and manage IP addresses on network devices like PLCs, IP cameras, network print servers, and managed switches. When the utility cannot see or talk to a device, the issue is usually caused by a network layer mismatch, physical disconnect, or security block. 1. Subnet and Network Mismatch
Most utilities use network broadcasts to discover devices, but actual communication requires matching IP schemes.
Mismatched Subnets: If your computer is on 192.168.1.X and the target device defaults to 192.168.0.X, the utility may discover the device but fail to modify its settings.
The Fix: Temporarily change your computer’s static network adapter settings to match the subnet of the device’s default IP address. 2. Multi-Homed Host and Virtual Adapters
If your troubleshooting computer has multiple active network interfaces, the software may be broadcasting out the wrong port.

Because configurator utilities utilize deep network broadcasts (ARP, UDP broadcasts, or Layer 2 Multicast), security software often flags them as malicious scanner threats.
Blocked Broadcasts: The Windows Defender Firewall or third-party antivirus suites can block inbound or outbound configuration packets.
The Fix: Explicitly allow the utility executable through the Windows Defender Firewall or temporarily pause your security software while performing configuration.
